11. Summary of new findings in the thesis:

Regarding theoretical framework:

The thesis systematized and analyzed some theoretical and practical issues on financial management among public health universities in Vietnam, in which: i) Systematized and clarified the concepts, objectives, contents, tools, evaluation criteria of financial management among public universities, ii) theoretical analysis and finalization on the nature of financial management and training in public medical universities; examined the factors affecting the financial management of public medical universities; iii) systematized and clarified the theoretical basis of financial autonomy for public universities; and iv) summarized practical theories from the studies of financial management experience at universities in some countries globally;

Regarding practical framework:

Based on theoretical and financial management researches in public health universities; The thesis proposed a number of recommendations to improve the financial management in public health universities and to implement autonomy mechanisms.

The thesis is a reference for the public medical universities to apply the financial management at their unit, especially in the autonomy regime with the nature of medical training and financial management among public health universities. It aims to develop a sustainable source of income, ensure funding for the university development goals and improve the quality of training, research and provision of medical services to meet citizen’s demand.

The thesis is one of the reference documents for the Government and other Ministries and Agencies to improve the financial autonomy mechanism for public universities generally, and for public medical universities particularly.

12. Applicability in practice:

The thesis findings are highly applicable in the financial management of the five medical universities that have been studied in this thesis and applicable in universities which have medical majors.

13. Next research directions:

Research on health economics policy, hospital fees, health insurance and payment mechanism in health sector.
