11. Summary of new findings of the thesis:

- Based in the selective overview, the thesis demonstrates systematically all the policies and guidances which were promoted for constructing the worker contingent by the Party Committee of Quang Ninh Province during the period 1996-2011 . Thereby, it objectively and truthfully reappaears the building working staff process within Quang Ninh province through the leadership of the Central Party and Provincial Party Committee for 15 years.  

- The thesis also draws out some crucial comments and experiences in leading the construction of worker contingent by the Quang Ninh Provincial Communist. Party Committee of from 1996 to 2011. Furthermore, they could be used and applied in many specific realistic situations.

- Besides, based on the real situation in Quang Ninh Province (1996 - 2011), the thesis contributes to recapitulate Central Party’s leadership in worker group construction throughout the Doi Moi period,.

-The thesis is an important reference could be provided for many aims such as: researching and teaching about Quang Ninh Province’s history as well as the Vietnam Communist Party’s history in Academies and Universities.
