11. Summary of the new findings of the thesis:

Systematize researches related to the structure of the primary schools’ educational evaluation capacity; Propose 6 component capacities in the structure of educational assessment capacity and a research theoretical framework; Develop a set of criteria to assess the capacity and factors affecting the educational evaluation of primary teachers; Support relevant studies and local DOETs, and primary schools in the classification of teachers' educational evaluation capacity.

Through the results of survey and analysis, the thesis clarifies the structure and status of the educational evaluation capacity of primary teachers and the influencing factors to propose solutions to improve educational evaluation capacity for elementary teachers. The survey results contribute to the education policy making process and the local DoETs to develop proper and effective policies, materials and professional development programs for primary school teachers.

In addition, the research aims to help teachers and leaders of primary schools increase their awareness of educational evaluation, assess students' learning and training results, annually evaluate the teachers’ evaluative capacity through shortened scale to promote active learning, knowledge, skills and abilities for them to meet the requirements at work.

12. Practical applicability, if any:

In order to improve the capacity of primary school teachers to educational assessment and evaluation, the author established: 1) The shortened educational evaluation capacity scale consists of 48 items and the shortened scale of influential factors including 29 items. These two scales have been proven to be structured in accordance with the theoretical model; 2) Develop tables describing the competency levels of primary teachers' educational evaluation. With such results, managing educators can assess this capacity every year as this is one of the criteria to evaluate and classify primary teachers.

13. Further research directions, if any:

This research only focuses on collecting information on primary school teachers’ assessing capacity mainly from primary teachers themselves and experts, included survey by questionnaires, panel discussions with teachers, study of students’ assessing record, discussions and experts’ opinions, and without any from from parents. Therefore, this may suggest another direction to have a different perspective on the capacity to assess of primary school teachers.
