3. Giới thiệu tóm tắt công trình
- Mục đích: Cuốn sách là kết quả của công trình nghiên cứu Xây dựng và phát huy nguồn lực trí tuệ Việt Nam: Lịch sử, hiện trạng và triển vọng có những mục đích như sau
- Phân tích và làm sáng tỏ các vấn đề lý luận liên quan đến khái niệm trí tuệ, nguồn lực trí tuệ, phát huy NLTT: Các vấn đề lý luận về trí tuệ, nguồn lực trí tuệ, phát huy nguồn lực trí tuệ trong lịch sử phương Tây và phương Đông; Làm rõ các vấn đề lý luận liên quan đến khái niệm trí tuệ, nguồn lực trí tuệ; Làm rõ khái niệm công cụ của đề tài như trí tuệ, nguồn lực trí tuệ, chấn hưng đất nước, giải pháp xây dựng và phát huy nguồn lực trí tuệ, chủ thể tham gia xây dựng và phát huy nguồn lực trí tuệ. và các khái niệm công cụ liên quan đến nguồn lực trí tuệ: bản chất, các yếu tố cấu thành nguồn lực trí tuệ.
- Nghiên cứu nguồn lực trí tuệ Việt Nam trong lịch sử và đặc điểm cơ bản của nguồn lực trí tuệ Việt Nam; Tìm hiểu kinh nghiệm xây dựng và phát huy nguồn lực trí tuệ Việt Nam trong lịch sử cũng như của một số nước ở Đông Á, Đông Nam Á.
- Khảo sát, đánh giá thực trạng, tiềm năng NLTTVN trong 1 số lĩnh vực của đời sống XH, đặc biệt là của khoa học và nghệ thuật.
- Đề xuất các quan điểm và giải pháp cơ bản nhằm xây dựng và phát huy nguồn lực trí tuệ Việt Nam phục vụ sự nghiệp chấn hưng đất nước trong những năm đầu thế kỷ XXI.
- Những kết quả chính: Những kết quả của công trình nghiên cứu Xây dựng và phát huy nguồn lực trí tuệ Việt Nam: Lịch sử, hiện trạng và triển vọng được phản ánh trong cuốn sách được thể hiện qua các nội dung sau:
Thứ nhất, phần đầu tiên đề cập đến những vấn đề lý luận chung và phương pháp tiếp cận nghiên cứu về trí tuệ, nguồn lực trí tuệ, xây dựng và phát huy nguồn lực trí tuệ. Chương này sẽ đề cập đến những khái niệm cơ bản, cách ti ếp cận nguồn lực trí tuệ trong tư tưởng nhân loại và phương pháp tiếp cận nghiên cứu vấn đề.
Thứ hai, phần hai trình bày những kinh nghiệm xây dựng và phát huy nguồn lực trí tuệ trong lịch sử Việt Nam và trên thế giới. Chương này đề cập đến nguồn lực trí tuệ của Việt Nam trong suốt quá trình lịch sử đến những kinh nghiệm xây dựng và phát huy nguồn lực trí tuệ của Nhật Bản, Trung Quốc, Hàn Quốc.
Thứ ba, cuốn sách phân tích thực trạng nguồn lực trí tuệ Việt Nam trong các lĩnh vực của đời sống xã hội. Chương này đem lại một bức tranh tổng quát về nguồn lực trí tuệ Việt Nam trong nhiều lĩnh vực từ khoa học, công nghệ, giáo dục, văn hóa, nghệ thuật, quân sự, ngoại giao. Bên cạnh đó là những phân tích cụ thể về việc sử dụng và phát huy nguồn lực trí tuệ này hiện nay.
Phần cuối của cuốn sách đưa ra những giải pháp xây dựng và phát huy nguồn lực trí tuệ Việt Nam phục vụ sự nghiệp chấn hưng đất nước. Chương này sẽ đề cập đến các giải pháp chung cũng như các giải pháp cụ thể.
- Ý nghĩa khoa học, công nghệ, đào tạo, ứng dụng thực tiễn:
Ý nghĩa khoa học: Trên phương diện học thuật, những nghiên cứu về các vấn đề có liên quan (chẳng hạn về giáo dục - đào tạo, khoa học - công nghệ, kinh tế tri thức), hoặc là những bộ phận, phương diện (chẳng hạn về trí thức, về nhân lực chất lượng cao, v.v..) của nguồn lực trí tuệ Việt Nam trong sự nghiệp chấn hưng đất nước thì khá phong phú và có nhiều giá trị khoa học. Tuy nhiên, những nghiên cứu trực diện vào vấn đề nguồn lực trí tuệ thì còn rất ít ỏi, và đang ở giai đoạn khởi động. Thực trạng nghiên cứu học thuật đang đòi hỏi phải có những nghiên cứu sâu cả về phương diện lý thuyết về nguồn lực trí tuệ Việt Nam. Những kết quả nghiên cứu về mặt lý luận cũng như thực tiễn được trình bày trong cuốn sách mang nhiều ý nghĩa khoa học. Bên cạnh việc đóng góp những quan điểm lý thuyết về xây dựng và phát huy nguồn lực trí tuệ Việt Nam, công trình còn gợi mở ra nhiều hướng nghiên cứu và những vấn đề cần thảo luận xung quanh nguồn lực trí tuệ Việt Nam.
Ứng dụng thực tiễn: Đáp ứng những đòi hỏi cả về mặt thực tiễn lẫn học thuật, cuốn sách Xây dựng và phát huy nguồn lực trí tuệ Việt Nam: Lịch sử, hiện trạng và triển vọng là kết quả của một đề tài nghiên cứu công phu, mang tính liên ngành, được tiếp cận trên các góc độ triết học, sử học, xã hội học, khoa học chính sách và khoa học dự báo, đã đánh giá được nguồn lực trí tuệ Việt Nam trong lịch sử cũng như trong hiện tại, thực trạng phát huy nguồn lực trí tuệ hiện nay, tìm hiểu những yếu tố thúc đẩy, cản trở việc phát huy nguồn lực này, để từ đó đề xuất những khuyến nghị về mặt chính sách đối với Đảng và Nhà nước nhằm phát triển nguồn lực trí tuệ Việt Nam. Những kết quả của đề tài sẽ cung cấp những luận cứ quan trọng cho việc hoạch định chiến lược và chính sách của Đảng, Nhà nước ở tầm vĩ mô đối với trí tuệ và nguồn lực trí tuệ Việt Nam, đồng thời góp phần xây dựng chiến lược phát triển con người trong thời kỳ đất nước đẩy mạnh công nghiệp hóa, hiện đại hóa, hội nhập quốc tế và phát triển kinh tế tri thức. Đồng thời, các nhà nghiên cứu, các học viên sau đại học, sinh viên và những người quan tâm tới vấn đề về nguồn lực trí tuệ Việt Nam sẽ có một nguồn tư liệu tham khảo có giá trị từ kết quả nghiên cứu của đề tài.

- Project purpose:
This book is the result of a research, named “Building and promoting Vietnamese intellectual resources: History, current situation and prospect”. - To analyse and clarify ideological issues relating to the concept of intellect, intellectual resource and promotion of intellectual resource. In particular, this book analyses ideological problems of intellect, intellectual resource, promotion of intellectural resource in the history of the West and the Orient; clarifies ideological issues relating to the concept of intellect and intellectual resources; clarifies the main concepts of the research, such as intellect, intellectual resource, national amelioration, solutions to building and promoting intellectual resource, actors participating in building and promoting intellectual resource; and other concepts relating to intellectual resource, such as: the nature and factors constituting the intellectual resource. - To study Vietnamese intellectual resource in the history and its basic characteristics; to find the intellectual resource in our history and experiences of building and promoting the intellectual resources in other countries in East Asia and South-East Asia. - To investigate and evaluate the current situation and potentiality of Vietnamese intellectual resource in some fields of social life, especially in the field of science and art. - To recommend perspectives and solutions to building and promoting theVietnamese intellectual resource for a national amelioration in the early 21 century. (Đề xuất các quan điểm và giải pháp cơ bản nhằm xây dựng và phát huy nguồn lực trí tuệ Việt Nam phục vụ sự nghiệp chấn hưng đất nước trong những năm đầu thế kỷ XXI).
- Main results:
This book includes 4 chapters.
Chapter 1: The theoritical issues and methodological approach of researching intellectuals, intellectual resources, constructing and promoting this resource. This chapter will present key concepts, approaches of the intellectual resource in history and research methodology.
Chapter 2: Experience in building and promoting the intellectual resource in Vietnamese history and in the world. The intellectual resources in our history and experience in constructing and promoting these resources of Japan, China, and North Korea will be introduced in this chapter.
Chapter 3: The situation of Vietnamese intellectual resources in many social fields. This chapter is going to draw a review picture of intellectual resources in sciences, technology, education, culture, art, military affairs and diplomacy. Besides, analyzing of using and promoting current intellectual resources is included.
Chapter 4: Solutions of building and promoting intellectual resources for Vietnam’s prosperity. The last chapter will show general and particular solutions.
- Signification in sense of science, technology, education and practical application
The book “Building and promoting the intellectual resources of Vietnam: History, Current and Solution” is the result of research study at state-level “Building and promoting Vietnam’s intellectuals resources for the achievement of national improvement in the twenty-first century”. (Code KX.03.22/06 - 10, belonged to Science and technology program at state-level KX.03/06 - 10 "Constructing human and developing culture of Vietnam in the renovation process and international integration).
In the contemporary context of the development trend of knowledge economy and international integration, building and training high-quality labor resources, promoting Vietnam’s intellectual resources are becoming an important issue in our society. It is the fact that some problems in relation to the quality of labor resources in Vietnam are considered carefully. Vietnam labors are now most common simple labors that have not been trained in accordance with the requirements of industrialization and modernization, particularly the requirements of international integration process. Besides, "bleeding brain drain" is happening in some sectors. Working condition and salary policy in the state sector are still inadequate to labors, so they are not attractive to talents and intellectuals. Vietnam has some active policies toward to talents to developing and promoting Vietnamese intellectuals in domestic and in abroad, but they do not work effectively.
The fact mentioned above has made all people who have responsibility and conscience to our country, especially leaders of the Vietnamese Communist Party and State think deeply about current of the intellectual resource. They need understand that building, training and using the intellectual resource are the key of the development of Vietnam in knowledge economy and international integration. Strategy of developing the Vietnamese intellectual resources in domestic and in abroad in order to overcome this situation has importance meaning to the development of Vietnam in the coming future.
On the academic, research on related issues (education, sciences and technology, knowledge economy) or some fields (intellectual, high quality human resource,…) of the Vietnamese intellectual resource in the cause of Vietnam prosperity has many scientific values. However, there are lacks of researches directly on the intellectual resource. This situation requires us doing researches of intellectual resource of Vietnam on the academic, practical and policy aspects.
To meet the demands both practical and theoritical, this book Building and promoting the intellectual resources of Vietnam: History, Current and Solution is the results of meticulous research, which based on interdisciplinary approaches such as philosophy, history, sociology, and science of policy. This book has examined the intellectual resources in Vietnam in history as well as in the present situation of promoting intellectual, understood the factors that promote or hinder the development of this resource, in order to propose recommendations on the policies to the Party and State toward the development of the intellectual resources of Vietnam. These research’s results will provide foundation to the Vietnamese Communist Party and State to determine macro policies of intellectuals of Viet Nam, and take part in constructing strategies for developing human in the period of industrialization and modernization, international integration and knowledge economy development. In addition, these results will be also a reference to researchers, students and lecturers who are interested in this issue.
