1. Foundation date:
The Centre for Education Quality Assurance and Research Development (CEQARD) was established in 1995.
2. Mandate:
- To develop research on a system of new methods and procedures for education quality assurance;
- To carry out research and adapt local and world experience of education quality assurance and development to Vietnamese context;
- To develop domestic research projects in collaboration with foreign organizations in the areas of education and training (assessment and evaluation of tertiary teaching and learning methods, quality control procedures on accreditation as well as social survey and statistic analysis);
- To offer graduate courses as well as refresher courses on education quality assurance and development;
- To provide consulting services relating to methods and procedures of assessment and evaluation, education quality assurance and development;
- To hold examinations and issue certificates in the areas of education and training in cooperation with domestic and foreign partners.

7. Research and Application:
So far, the Centre has carried out a number of research projects such as:
- Research on content and methodology of curriculum development for higher education;
- Establishment of criteria for assessment of quality and quality assurance in Vietnam’s higher education;
- Establishment of criteria for quality accreditation of VNU;
- Research on intellectual abilities and measurement of students’ IQ, CQ at Vietnam National University, Hanoi;
- Development of primary teachers profiles;
- Establishment of an item bank of the English language to be used for English-non-professional students;
- Establishment of the structure of tests for university entrance examinations on such subjects as mathematics, biology, chemistry, physics, history, geography, literature and foreign languages;
- Establishment of criteria for assessment of VNU academic staff’s teaching and research work;
- Establishment of criteria for quality accreditation of initial teacher training courses, primary teacher development project;
- Formative evaluation of Intel teach to the future program;
- Technical consultancy on self-evaluation at 30 universities.
Besides, the Center is carrying out other research projects on assessment and evaluation in education.
8. International Cooperation:
The Centre is a member of the International Quality Assurance at Higher Education (IQAAHE) and intermediate membership with Asia-Pacific Quality Network (APQN). It has developed relationships with many international education institutions, organizations and institutes such as: Assessment Research Centre, University of Melbourne, La Trobe University, University of New South Wales, Australia; Henan University, South China Normal University, Sun Yat-Sen University, Quizhou University, China and Education Testing Service, Southern New Hampshire, USA.
