11. Summary of the new findings of the thesis:
By applying the theories and methods of sociology in analyzing the practical situation, the thesis has found out the positive and negative effects of the social policies on the female workers’ lives and proposed the methods for perfecting, implementing the social policies, contributing to the improvement of the female workers’ lives specifically.
Positive effects:
In the non-state enterprises, the social policies have had great contributions to the economic development of the country, created many job opportunities for the labors, including female workers, helped them have the incomes and stabilize their lives, raise their positions in their families and the society. Partly, the unemployment, especially the unemployment among the labors from rural areas, has been solved.
Negative effects:
Several social policies are still general, not closely based on the practical situation, not suitable with the female workers’ psycho-physiological characteristics and situations.
Labor users (employers) hold a great responsibility in the implementation of the social policies for labors but they haven’t completely fulfilled their responsibility yet; the rights of female workers haven’t been guaranteed. The State hasn’t had the sanctions which are strong enough to force labor users (employers) to carry out the social policies for female workers well in the non-state enterprises.
The propaganda, popularization of the social policies for female workers in the non-state enterprises is not so good, so female workers don’t know the social policies issued and they can’t protect their own rights themselves.
Grass-root trade unions haven’t shown their clear position in contributing to the construction, control and supervision of the implementation of the social policies for female workers in the non-state enterprises; therefore, the labors’ rights are still violated.
- The State should regularly and timely adjust, supplement the social policies for female workers in the non-state enterprises. The State should have strict sanctions, so labor users would execute the social policies seriously.
- The awareness, attitudes, behaviors of the stakeholders (labor users, female workers) in the implementation of the social policies for female workers need to be enhanced.
- Trade unions should strengthen their role in protecting the labors’ rights in the non-state enterprises. Trade unions should co-operate with the authorities at different levels to check and monitor periodically in order to find out the violations of the policies timely and to give the solutions, ensuring that the female workers have their legal rights and benefits.
12. Practical applicability:
- Help the policy making agencies to adjust, amend, and perfect the social policies regularly, suitable with the practical situation frequently.
- Contribute to raise the awareness, attitudes, behaviors of the stakeholders in the implementation of social policies for female workers (labor users, female workers).
- Strengthen the role of media in raising the effectiveness of the social policies implementation.
- Monitor frequently and periodically in order to find out the violations against the policies and to give timely solutions, ensuring that female workers have their legal rights, benefits.
