11. Summary of the new findings of the thesis:

The thesis analyzes the factors affecting the process of Dong Nai provincial Party leader in building the basic political system, points out the status of the grassroots political system before 1991 and some vital issues raise.

Based on true historical data, the thesis objectively re-creates the process of setting guidelines and directs the implementation of building the grassroots political system of Dong Nai Provincial Party Committee through two stages: 1991 - 2005 and 2006 - 2015 in terms of: Building party grassroots organizations; building government and officials and civil servants at the grassroots; building and consolidating the Fatherland Front and socio-political organizations.

The thesis also draws comments on the advantages of Dong Nai Provincial Party Committee in leading the establishment of grassroots political system, which is thorough and timely application, appropriates to the line of building the Party's political system in situation of local practices; Provincial Party Committee with high political determination, leads and directs its organization the policy of renovating the grassroots political system regularly and comprehensively; Dong Nai province's political system has been gradually more and more strengthened, improved in terms of quality and efficiency, created powerful motivation for economic development, socio-political stabilization and security situation in the province. It has also pointed out some limitations which are shortcomings on the Party's policy advocacy; organization of implementation; on the organizational structure and operational quality of the grassroots political system. Importantly, the thesis submits some valuable lessons learned from the leadership practice in building the political system at the base of the 1991-2015 period of the Dong Nai Provincial Party Committee to apply and promote in the next period.

12. Practical applicability: The thesis is a valuable reference source in the compilation of the local Party Committee history. It is used to research, teach and learn at Dong Nai Political School and colleges and universities in the area.
