VNU focused on renovating scientific and technological mechanisms, policies, modes of implementation and management of S&T activities. Management and administration regulations were adjusted towards digital management, ensuring publicity, transparency and objectivity. The documentary system for the management of science and technology activities has been consolidated, ensuring the role of orientation, creation, development and support for startups based on science and technology activities. Also, VNU supported and encouraged the registration of patent applications and protection of utility solutions to promote the transfer and commercialization of VNU’s scientific and technological products.
A number of policies have been issued, creating a legal corridor for undergraduate and graduate students to participate in science and technology activities, improving g the training quality and creative capacity of learners. Many graduate students were funded to implement their research projects, which helped improve the quality of doctoral dissertations, master's theses and graduation papers. Every year, thousands of scientific reports were presented at student research conferences, of which dozens of excellent works are presented with VNU-level and ministry-level awards. A large number of student works have been published in prestigious national and international journals, many of which were practice-based with new perspectives and began to create technology and applied products.
