On January 10, 2022, VNU President Le Quan and Lao Minister of Education and Sports Phout Simmalavong exchanged the co-operation documents between the two sides on the implementation of the project of building a Centre for Scientific Research and Coaching at the National University of Lao, in the presence of PM Pham Minh Chinh and his Lao counterpart Phankham Viphavanh.

This is the first time a higher education institution has been assigned to manage a project using Vietnam's capital aid for the Lao Government.

Over the past years, implementing the policy of the Party and State on strengthening the special traditional friendship and comprehensive cooperation between Vietnam and Laos, VNU has supported and coordinated with the National University of Laos to implement a number of cooperation activities, including the exchange of staff, lecturers and students; Vietnamese language training; receiving and providing professional training for many generations of staff and students from the National University of Laos. Specifically, from 2015 up to now alone, VNU has offered training to more than 300 Lao undergraduates and master's degree students. More and more Lao students are studying at VNU, and students from Laos will continue to be given training priority under different programs and projects.

To further promote the Vietnam-Laos relationship and the cooperation between their two national universities, on January 12, 2018, the leaders of VNU and the National University of Laos had a meeting and signed a memorandum of understanding on promoting comprehensive cooperation between the two universities, including signing an appendix on implementing the project of building a Centre for Scientific Research and Coaching at the National University of Laos. To be built at the National University of Laos, the Centre will become a liaison unit for promoting, supporting and implementing cooperation activities between the two sides, including coaching, scientific research, exchange of staff, lecturers and students, etc., thereby contributing to strengthening facilities, improving the capacity of staff, students and providing high quality human resources for the National University of Laos in particular and Laos in general.

At the 43^rd meeting of the Vietnam - Laos Intergovernmental Committee held on December 6, 2020 in Hanoi, the Lao Government proposed a list of programs and projects using the Vietnamese Government's capital aids, including the project of building a Centre for Scientific Research and Coaching at the National University of Laos. On June 1, 2021, the National University of Laos issued an Official letter requesting VNU to cooperate in implementing the agreement signed by the two sides on January 12, 2018.

On December 13, 2021, Vietnam Government Office issued Official dispatch No. 9109/VPCP-HTQT assigning VNU to manage (Vietnam side) the project of building a Centre for Scientific Research and Coaching at the National University of Laos.

According to the cooperation agreement, the two sides agreed to build a Centre for Scientific Research and Coaching at the National University of Laos with complete equipment and technical infrastructure, to effectively support the university’s scientific research, training and coaching activities; to serve as a special symbol of the partnership in education, training and scientific research between VNU and the National University of Laos in particular, as well as to affirm the special friendship between Vietnam and Laos in general.

In addition, the two sides agreed to promote the cooperation in training, scientific research and exchange of staff, lecturers and students between the two national universities. These activities will contribute to capacity building for staff, lecturers and students of the National University of Laos; providing high quality human resources to meet the socio-economic development needs of Laos; enhancing the role of the two national universities in the ASEAN region and in the world; demonstrating VNU’s national responsibility as well as strengthening its internationalization.

VNU leaders believe that being assigned to be the project manager contributes to affirming VNU's prestige, demonstrating its national responsibility and regional position as well promoting its internationalization aimed at exporting VNU’s training programs.
