VNU is swiftly preparing resources and conditions for organization, personnel, training, scientific research, finance, facilities, equipment, learning materials, development cooperation, and other related issues in order to welcome students to study at Hoa Lac campus from the academic year of QH-2022 and gradually increase the number of students in the following years to relieve overcrowdedness in the inner Hanoi.

As scheduled, by 2025, VNU will have completed the facilities to meet the learning demand of 12,000 students with a total floor area of about 670,000m2 and priority is given to majors in technology, natural sciences; and interdisciplinary research and research for the transfer of scientific and technological products. By 2025, VNU will have a modern and synchronous facilities system like leading universities in the region and the world, contributing to ensure VNU’s position among Asia’s top 100 universities and the world’s top 500 universities.

The detailed plan is as follows:

- Completing the site clearance; completing the Northern zone resettlement project;

- Completing the technical infrastructure system of the entire Southern zone project to ensure the connection of prioritized component projects and their effective operation;

- Completing the investment in the construction of urgent essential works funded by World Bank loans, including the 22.9-hectare zone for institutes and research centres; Phase 1 of VNU University of Engineering and Technology to meet the learning demand of 5,000 students; Phase 1 of the central area including the Administration Building and main library with an appropriate technical infrastructure system;

- Completing the investment in 50% of the construction volume of VNU Vietnam-Japan University project using Japanese ODA loans;

- Completing the investment in the National Defense and Security Education Project; completing the Zone 4 project, under the construction investment project of VNU University of Science;

- Completing several other investment projects using private capital: Phase 1 of the Student dormitory construction project; Tran Nhan Tong Institute; the Project of educational experience zone, etc.

To fulfill the goal of welcoming students to study at Hoa Lac campus in September 2022, on October 30, 2021, VNU President Le Quan and Vice President Nguyen Hoang Hai worked with concerned units in Hoa Lac to accelerate the construction progress and completion. The Steering Committee and Implementation Team responsible for sending VNU students to study at Hoa Lac campus worked at the sites that will become lecture halls, creative spaces, libraries, living and learning spaces, internal traffic routes, student dormitory system, ....

The field trip was followed by drastic activities to promote the construction of VNU in Hoa Lac. Previously, on October 20, 2021, VNU's Board of Presidents had worked on a plan to send VNU students to study at the Hoa Lac campus. Notably, VNU prioritizes 2022’s enrollees in  such broad majors as technology-engineering, social sciences and economic sciences, laws, etc., under the A+B model with coordination in interdisciplinarily training by VNU’s affiliates;

On October 27, 2021, VNU promulgated Decision No. 221-QĐ/ĐU on establishing a Steering Committee and Decision No. 3317/QĐ-ĐHQGHN on establishing an Implementation Team responsible for sending VNU students to study at the Hoa Lac campus. The Steering Committee is responsible for orienting and deciding on significant policies to speed up the progress of sending VNU students to study at Hoa Lac campus. The Implementation Team is responsible for advising and assisting VNU President in organizing the implementation of the Steering Committee's directives; developing plans, and reporting to the Steering Committee for consideration and approval to commence the preparation of resources and conditions for organization, personnel, training, scientific research, finance, facilities, equipment, learning materials, development cooperation, and other related issues to welcome students to study at Hoa Lac campus.
