Implementing the directive of the Prime Minister on building VNU town following a “5-in-1” model, including a centre for public-private partnership testing and research training, VNU President issued Decision No. 2905/QD-DHQGHN dated August 9, 2023 on promulgating the provisional guidance on implementing public-private partnership project investment process at VNU. This is a direct preparation step to facilitate the implementation process of PPP projects at VNU to ensure efficiency, smoothness and compliance with the law.
The provisional guidance on PPP with 3 chapters and 30 articles is a summary of the current legal provisions on PPP, which have been concretized specially for VNU. Through the document, VNU clearly shows transparency and publicity in the process of PPP project implementation and wishes to promote this form of investment. Therefore, the guidance is expected to help VNU’s units and individuals save time on research and investigation and take the initiative in implementing assigned tasks in accordance with the law when participating in the PPP project process; and to be convenient for investors, other organizations and individuals in getting relevant information on PPP project investment at VNU to speed up the construction of VNU town in Hoa Lac.
