VNU President Le Quan and Deputy Secretary of Hoa Binh Provincial Party Committee, Chairman of Hoa Binh Provincial People's Committee Bui Van Khanh signed a cooperation agreement between the two institutions

Speaking at the ceremony, Mr. Ngo Van Tuan - Secretary of Hoa Binh Provincial Party Committee expressed his pleasure at the cooperation between VNU and Hoa Binh province. He emphasized that the province was focusing on implementing the four strategic breakthroughs (planning, administrative reform, infrastructure development, improving the quality of human resources), as well as building strong goals and solutions associated with the 4 main pillars of clean agriculture, high-value supporting industries, taking advantage of its location near Hanoi capital and abundant labour resources.

Mr. Ngo Van Tuan wished VNU and Hoa Binh province to quickly and thoroughly implement the cooperation agreement; he also wished VNU experts with their deep expertise to advise Hoa Binh province on appropriate development strategies, effective development planning as well as other important plans. In particular, he wished VNU to support the province in improving the quality of general and specialized education, especially at Hoang Van Thu High School for the Gifted and Ethnic Minority Boarding High School.

VNU President Le Quan expressed his agreement with the proposals of the Secretary of Hoa Binh Provincial Party Committee and committed to supporting the implementation of made-to-order high-level training courses for provincial officials; cooperating in research and transfer of science and technology in the fields of planning, tourism development, and environmental protection. VNU with its potential of a team of highly qualified scientific staff, lecturers with modern equipment will cooperate, support, give advice and share experiences, contributing to the socio-economic development of Hoa Binh province.

According to the cooperation agreement for the period of 2022-2026, the two sides identified three key tasks including Training and developing human resources; Scientific research and technology transfer; and Consulting on socio-economic development policy.

Regarding training and human resource development, VNU will be responsible for organizing made-to-order undergraduate and postgraduate training courses or training courses on expertise, professionalism and skills for Hoa Binh provincial officials; training to improve management and administration capacity, operational skills according to title standards for management staff (Department level/District level/strategic resource officer, etc.) for the province.

In scientific research and technology transfer activities, VNU will carry out scientific and technological tasks in the direction of promoting the potentials and strengths of the province, such as medicinal plants, agriculture, culture, history, tourism, environmental protection, disaster warning and natural disaster reduction, among others.

Regarding policy advice on socio-economic development, VNU appoints experienced experts and scientists to consult, assist in the formulation or criticism of Provincial Resolutions, Schemes, Planning, big and important programs on the socio-economic development of Hoa Binh province.

Mr. Bui Van Khanh, Deputy Secretary of Hoa Binh Provincial Party Committee, Chairman of Hoa Binh Provincial People's Committee, wished VNU to support Hoa Binh province in researching and giving advice on synchronous and complete planning, creating legal tools for the implementation of investment projects.
