Priority policies for developing highly qualified scientists and strong research groups

In order to attract, utilize, remunerate and develop highly-qualified scientists as well as to promote innovation, VNU has issued the following policies to create a legal corridor and support its units and scientists:

- Incentive policies for key research units and strong research groups;

- The healthcare project for professors working at VNU - a premise for developing general policies for officials and workers, aiming at uniformity and professionalism. After more than a year of implementation, the Project’s results show that the healthcare policy for VNU professors is both a goal and a driving force to develop high-quality and highly-qualified human resources, which plays an important role in improving high-quality human resource training and high-level scientific research to serve the country's socio-economic development and international integration;

- Supportive policies for scientists and learners, including the project “Incubating young scientists at VNU up to 2025” to provide opportunities for young scientists to participate in incubation programs and to receive scholarships for advanced studies at VNU. The scholarship support for doctoral students and post-doctoral trainees at VNU amounts up to 100 million VND/year for a doctoral student and 120 million VND/year for a young doctor with excellent research and international publication capability;

- Pilot financial support policy for young scientists with doctoral degrees, including under-40-year-old beneficiaries with a PhD degree or higher, capable of researching, and committed to completing assigned science and technology targets;

- Excellent scientists attracting policy embodied in VNU document No. 3481/TB-ĐHQGHN dated September 20, 2023. Accordingly, VNU is attracting scientists, including overseas Vietnamese and foreigners, with excellent research achievements to participate in scientific research and take on the position of strong research group leaders in VNU’s priority science and technology fields. Scientists are entitled to funding to carry out science and technology tasks from 3 billion VND for 3 years and other special benefits;

- The breakthrough solutions to improve the quality and develop the team of scientists, including the Project to develop a team of highly qualified and leading scientists; and mechanism for special recruitment or inviting excellent domestic and international scientists to work, take on management positions or important professional positions at VNU’s units.

In addition to speeding up the processing of recruitment documents, VNU is directly attracting excellent scientists, while strongly empowering the unit heads to employ their own officials.

The above policies have improved the working environment and contributed to reducing the risk of brain drain as well as promoting the attraction of scientific staff to work at VNU.

The highly qualified personnel accepted and recruited in 2023 comprised 94 people, including 92 scientific staff (8 Associate Professors and 80 PhDs as lecturers, and 4 PhDs as researchers). By November 30, 2023, scientific staff at VNU reached the total number of 2,739 (including 176 full-time lecturers from outside VNU); the ratio of scientific staff/total number of staff in training and scientific research units is 66.8% - well meeting the ratio specified in Resolution No. 19-NQ/TW (minimum 65%); the ratio of lecturers with doctor and doctor of science degrees/full-time lecturers is 65.4%; the number of scientific staff with the title of Professor and Associate Professor is 556 people (including 66 Professors and 490 Associate Professors), accounting for 20% (based on full-time scientific staff); the proportion of lecturers with the title of Professor or Associate Professor is 22.3%; the ratio of scientific staff with doctoral degrees is 62% (1,699 /2,739). The statistics show that the rate of highly qualified scientific staff, including many leading experts and scientists with international qualifications, capable of implementing breakthrough research directions, major research programs and tasks, at VNU is approaching the norm of a research university.

In the new period, VNU has promulgated a number of priority policies in key laboratories/strong research groups, innovated processes and methods of scientific and technological management throughout VNU as well as supported scientists to access to science and technology projects; organized promotional activities to introduce the VNU constituents’ science and technology potential, support registration to use the laboratory for research activities, thereby easily participating in product transfer and commercialization.

In particular, VNU’s scientists are given priority in allocating "seed funding", investing in improving research ability and laboratory development for strong research groups to conduct research towards VNU’s priority scientific and technological products; facilitated access to information and databases on science and technology to carry out research tasks.

VNU has reviewed and recognized its key laboratories/research centers and strong research groups for high investment: 36 strong research groups at VNU level recognized; 10 key laboratories at VNU level recognized; and, 01 state-level key laboratory recognized.

Investment policies for strong research groups and key laboratories at VNU level, namely:

+ Providing funding to support regular operations for 30 strong research groups at VNU level: 100 million VND/year/research group (30 research groups funded in 2023)

+ Funding to support regular operations for key laboratories at VNU level: 250 million VND/year/lab (9 laboratories funded in 2023)

+ In 2023, investing in science and technology tasks from key research programs for 14 strong/potential research groups with a total budget of 16.4 billion VND.
